Father Phelan is Vicar Provincial of the Order of the Blessed Virgin Mary of Mercy, known as the Order of Mercy or the Mercedarian Friars. Founded in 1218, the Mercedarian religious community is located in 17 countries. In the United States, Mercedarians serve in Cleveland, Columbus, Le Roy (NY), St. Petersburg (Fla.), and Philadelphia. The Mercedarian priests and brothers take a fourth vow, to give up their lives for those in danger of losing their faith.
Father Phelan was born and raised in Wisconsin and has been a Mercedarian priest since 2002. He was named pastor of Our Lady of Lourdes Parish and vicar of his community in 2022. He also serves as spiritual director of the St. Raymond of Nonnatus Foundation, established in 2015 by the Mercedarians to offer pastoral accompaniment for families in crisis.
